Waiver Policy
Introduction
The International Journal of Clinical Anesthesia and Research (IJCAR) is committed to promoting equitable access to scientific publishing. To ensure that authors from economically disadvantaged regions or those without research funding are not excluded, IJCAR provides a transparent and fair Waiver Policy for Article Processing Charges (APCs).

Who Can Apply for a Waiver?
- Authors from low-income or lower-middle-income countries as classified by the World Bank.
- Researchers without institutional or grant funding.
- Independent scholars or early-career investigators submitting their first paper.
- Authors contributing to special issues with social or global health relevance.
Waiver Types and Eligibility

How to Apply for a Waiver
- Submit the manuscript as usual through the online portal or email ([email protected]).
- Before acceptance, send a waiver request email to [email protected] with:
- Manuscript ID (if available)
- Title of your paper
- Country of affiliation
- Funding status (funded/unfunded)
- Reason for requesting waiver
- The Editorial and Finance Committee reviews requests within 7–10 working days.
- Authors are notified via email regarding waiver approval or modification.
Review and Decision Process
- Waiver applications are handled confidentially and have no influence on editorial decisions or peer review outcomes.
- Waiver decisions are final and cannot be appealed once communicated.
- Approved waivers are valid for 30 days from the date of confirmation.
Special Cases and Institutional Agreements
- Institutions or societies with existing agreements with IJCAR may receive group discounts.
- Authors affiliated with IJCAR partner institutions are automatically eligible for partial waivers.
- Special issues supported by grants may have pre-approved APC coverage.
Waiver Transparency
IJCAR maintains records of all approved waivers for annual reporting to ensure transparency and compliance with COPE’s ethical financial standards and DOAJ’s best practices.
Important: Waiver requests must be made before manuscript acceptance. Late requests may not be considered once production begins.
